BBC Gaza Documentary Considered a 'Serious' Infringement of Media Rules, Declares Ofcom

The public service broadcaster was found to have committed a "serious breach" of industry standards by omitting to mention that the voice of a programme about the Gaza situation was the offspring of a Hamas administrator, as determined by British broadcasting authority Ofcom.

An investigation by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the film was "materially misleading".

The head of the BBC had earlier expressed regret, saying there had been "a significant failing in relation to accuracy".

The authority has directed the corporation to air a evening declaration about its conclusions.

"As this represents a major infringement of our regulations, we are ordering the corporation to transmit a message of our determinations against it on BBC Two at 9pm, with a schedule to be finalised," it said.

'Risk to Damage Credibility'

The authority's report stated: "Our investigation found that the programme's failure to disclose that the presenter's male guardian held a position in the Hamas-administered administration was significantly deceptive.

"This implied that the audience did not have critical information which may have been very significant to their assessment of the presenter and the content he shared.

"Confidence is at the heart of the connection between a television network and its viewers, especially for a state-funded media outlet such as the British Broadcasting Corporation.

"This error had the possibility to undermine the very considerable amounts of confidence that the public would have invested in a factual film from the broadcaster about the Israel-Gaza war."

The film was withdrawn from the online platform in February after the narrator's familial connections emerged, and in July an internal BBC review found it infringed the broadcaster's content policies on truthfulness.

A representative for the broadcaster stated: "The authority's determination is in accordance with the results of the internal assessment, that there was a major oversight in the programme in relation to the broadcaster's journalistic policies on truthfulness, which corresponds to clause 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we agree with Ofcom's decision in full. We will comply with the penalty as soon as the schedule and wording are determined."
