English Councils Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently also found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, many participating urban areas were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the survey found.
